Steps already taken: updated all drivers and chipsets to most current. confirmed in apps list, control panel, Startup panel, and Search that there is no Realtek Audio Manager installed. disabled all audio controllers that are not Realtek.
If the PC is used for gaming, browsing or general music ALC1220 is sufficient. If you just want to get rid of the noise choose a DAC connected over optical SPDIF or wirelessly. Mainboards equipped with ALC1220 usually have Toslink connector capable of 24bits 192KHz signal.

It seemed pretty safe going for the pro wifi from gigbyte, rather than the master but then I see the VB on the end of ALC1220, which the master board does not have - this usually suggests it's lesser and to be honest I've never seen the format before. Then I just threw them out and downloaded another set of Realtek drivers, with the Sound Manager. Which is just meh at best but oké that works. Still, I don't have an Enhancement tab in the sound options in windows. I can't set normalized volume levels ANYWHERE (CS:GO is too loud at volume 40, PUBG isn't even loud enough anymore at volume 100!).

Your motherboard may have an additional amplifier, in which case ~2Vrms, 20-50mA is the norm. As usual, it's really up to your specific headphones and listening level if that's enough for you.
